Boiler Maintenance and Inspections?

Does anyone know where to find regulations on the landlord's responsibility regarding the maintenance and inspection of the boiler? Are there records of the inspections on file for public access?

In our building we go through the same process every year: the boiler does not burn fuel efficiently and produces heavy soot and ash emissions about May or June (which enter through our windows, saturate the building, and make apartments filthy). We notify the super, the LL, and the EPA. The EPA issues a docket number, sends an inspector, and then the boiler gets serviced, and the soot and ash emissions stop.

It would be nice if we could circumvent this scenario. Any suggestions?
