Rent Stabilization and Rent Increase

The rent regulated search on this site indicates my building is subject to rent stabilization. Is this reliable?

Does this necessarily mean my apartment (one of 13 in the building) is stabilized. How can I find out for sure?

Bottom line is that our rent was raised 16.5% last year which is excessive by any standard but particularly so in light of RGB mandated 2% increase.

Other potentially relevant info:
3 bedroom apt with 5 people living there (only 3 on lease).
I have lived there 3 years but on the lease for two as we effectively signed a new lease after one year with different names.
