Anyhow: I don't really know any sites for tenants rights, but I found several sites for your community rather quickly. They all have real estate to rent to you.

So I went back to basics, from the early days: state.va.us and got to the actual laws. (you didn't say what type of problem it was) Here's a link to that: http://leg1.state.va.us/000/src.htm

You might also try the libraries: Hampton, state, VirginiaBeach, online: they might have a links pages.
