the 'LL must paint every 3 years' applies to all tenants, not just regulated ones: it's MDL or HMC or both... so if your apt has not been painted in the last 3 years it should not matter what condition you left the walls in, within reason, of course...

your picture-hanging holes should be considered 'normal wear & tear', but it sounds like LL is looking for an excuse to withhold your security deposit.

take photos, write letters now...
