I know someone who used such a thing in a roommate dispute: the mediation was connected to the Courts: this person moved from the bad roommate situation so I can't reach her but I think this might have been the mediation she was talking about: click below: (this is NYC, NYS also available: )
She went downtown, in the court district, talked to a counselor(?), got a mediation date & 'summons' for her rooommate, everyone showed up & a decision was written down.
