Second, where is this happening (what city/state)?

Third, does he have a lease?

Keep in mind that in almost any jurisdiction, the LL can't just lock him out. She will have to go through a formal eviction process. Have your brother save any proof he might have that he lives their (mail, any checks to the LL, etc).
