Highrise with no elevators

For the last year I've dealt with constant elevator problems in my building- I've had to use the stairs on countless occasions (I'm on 21st floor) to avoid long waits- this past Friday there was no elevator service at all and I had no choice but to walk up- the elevators were broken all weekend (and are still broken) with the exception of one running manually to take people up (after long lines)- is this legal? My calves are killing me from walking down every time I want to leave the building- I'm in pain - I'm angry- is there anything we as tenants can do?
