BUT your email is very confusing: was stabilized, burned down, magically reopened as a coop? It does not work that way! Get a clearer building status: does this guy own all eight apts? or just one? Check with DHCR: what kind of building is registered with them and how is your apt listed? still as stabilized? they simply stopped registering the building? To really confirm a coop, check with the Attorney General's office: all coop plans must be filed with and approved by that office. Instructions for contacting DHCR & AG are on this message board, maybe in archives, also on Tenant.net, also have their own websites.
