Fed. Subsidized Apartment too small now

I live in a HUD Fed. subsidized apartment and have
2-bedrooms but my family has grown when I moved
here I had two children, I got married and had
a baby, that makes Five of us in this apartment.
When I moved in I was told that my daughter shares
a room with me and my son gets his own room. Well
to make a long story short I can no longer do this.
My dughter is 11 my sons are 7 and 1. Their are
3-bedrooms in this building but no one is moving out.
I asked to be transfored to another building but was
told that the only way that would happen is if I moved
out and put in an applacation for that building.
The managment has don nothing to help and I need
help on my rights in this matter. Pease help Me Thank You.
