What does that last section mean? do you live in NYC? does Housing mean HPD? what is CR?

Suggestion: next time (or now, if last time was very recent): find out which apt had the leak or overflow, just take the day off work & follow the repairmen! Speak to that tenant directly, find out what the problem was... or ask to inspect the plumbing repair...
