Water Damage

I've had at least 12 incidents of very bad water damage, caused by the pipes in my building backing up, overflowing into the apartment above me, and then leaking through my ceiling. Each time the landlord comes in, re-plasters and paints my ceiling and says it is fixed. Then it happens again. The landlord claims each incident is caused by an unknown tenant above me in my 20 story building throwing something (cat litter, mops, feminine hygiene stuff)into the toilet. I think the plumbing is simply not ample enough to handle a 20 story building.

Any suggestions? Housing and CR was OK but not great.
