: NYS Senate passed Bill No. S02369 and it's awaiting action at Assembly A04243, that means that Dept of Social Services will pay rent to the county tax collection offices when the landlord is delinquent on property taxes -- Of course this is only in those instances where welfare recipients have their rent paid by DSS which in turn pays the rent direct to the landlord.

"PROVIDED, HOWEVER, THAT NOTHING IN THIS SUBDIVISION SHALL APPLY TO THE COUNTIES WHICH COMPRISE THE CITY OF NEW YORK.
Certainly reads like NY CITY, the five counties with historically the biggest multiple dwelling property tax delinquency problem, is excluded from this bill. Now, why do you suppose that is? Landlord lobby?
