: I've heard that landlords are required to install window gates on windows that open onto fire escapes. True?

No.

:Also, I heard they must be up to code. I have an old accordian version that is all bent out of shape b/c someone broke in before I moved in. Is my landlord legally required to replace/fix/upgrade?

Not likely. If it was in place and working when you rented it, it might be considered part of the property you were renting in the first place. Since it wasn't working from the start, I doubt the LL is required to fix it. Also, you may need the LL permission to replace it, although they are unlikely to care.
