I live on the ground floor of a UWS brownstone and my neighbors are a band of gypsies.
Since they don't have jobs, they make noise all night and block the hallway with their crap.
They also smoke in the hallway and use homeless people to run to the closest OTB to bet on the horses.
My landlord will not evict them or listen to our requests to shut them up.
What's the next step? Thanks.
