unfortunately, the problem of loud music and s.o.b. tenants are a widespread problem throughout the world.........
what you could do is to send the landlord and the tenant certified letters regarding the noise problem and xerox the lease with the paragraph highlighted regarding noise etc and explain that you can no longer tolerate it etc....if it does not stop...send one more letter to same parties and advise the landlord that you will stop paying rent and tell it to the Judge at the landlord tenant non payment action...advise the tenant that you will call him as a witness and you will cross examine him and the landlord at the trial..
because these cases take months to weave their way through the courts, it will mean that both of them will have to come to court many times....
give it a try.....it will work 98% of the time....... good luck
