slum landlord

I live in rent stabilized building in Brooklyn for 20 years now. It has a very good location and used to be maintained well. Our current landlord set on getting us many people out as possible, because of the relatively small rents we were paying. Most people are elderly and they are afraid of the guy. He does not maintain the property, we are ashamed to invite people in because of the conditions of the halls and elevators. I am not talking about inside of the apartments (everybody takes care of his own) . He just makes people move out so he can charge more money for the next one. He also, charges money up to 5000 dollars for letting people have an apartment. I personally took him to court, but now everybody else in the building wants to force management to do something about the building. Does anyone know what do we do first?
