In NYC, you can get a building wide fire safety/prevention inspection from the Fire Dept. A summons will be issued on the spot for violations, sometimes. Fines, certification of corrections, etc., are handled by the NYC Environmental Control Board. Bad News: they may not appear in the so-called Central Complaints computer & there will be no copy in the building file at HPD (same thing happens with violations of the Building Code, Noise, etc...)
