noise

I have an upstairs neighbor who makes a lot of noise at all hours, day and night. I am rent controlled tenant in a co-op building. She is a co-oper. I am unable to get any cooperation from my landlady (who owns my apartment) or the managing agent. My landlady would obviously love to get my apartment. The only advice I've gotten from my senior center or state assemblyman is to write a letter of complaint to the landlady but they indicate they don't know if this will help. It hasn't thus far. Don't I have any rights to a peaceful apartment? (I am a senior citizen.)
