Noise!

Hi! I live in a small studio in an old East Village building and my neighbor next door is very noisy. I've learnt to get used to it but because our floor is in wood, I can hear every steps he makes and when he opens his futton frame, it sound like the whole building is about to collapse! I talked to the management inquiring about a law that from what I have heard, requires you to cover 70% of your floor with carpet. But the management told me that it was impossible to find any judge in the city to enforce that law! Is it true?? of what really consist that law anyway??
What should I do?
