From personal experience, HOLD ON TO YOUR RENT MONEY! Sounds like a Kinsey building to me. They've got a pre-civil war bldg that has always been (until Nov 98) a single account with ConEd. For the longest while, gas and electricity were all on one account for the entire bldg. In Nov 98 Kinsey decided to "convert" without notifying the tenants. Suddenly, we get threats of cutting our electricity, from the bldg management office because we failed to establish our own accounts! Cooking gas wasn't supplied to some apartments because there was no shut off valve in the apartment. Tenants couldn't have ConEd turn it on because of the violation and the fact that the gas account was for the bldg and not the aparment.
There are two cases in the courts now, brought by individual tenants in the bldg, following a rent strike.
Document everything you can. If you don't want the expense of starting your own action against the landlord, hold your rent. If the landlord believes him/herself to be in the right, expect him/her to take you to court. I suggest you beware of "stipping" anything wihtout a judge or your own lawyer. "Stips" can be tricky.
