It seems that your landlord would want you to officially request a new bathtub, as this would allow him to pass on the (probably inflated) costs to you, raising your base monthly rent by 1/40th of the costs. This raise would be forever, even after the full costs are paid up.
In my opinion, you should, on your own and quietly, fix or replace the bathtub. Just don't tell the landlord.
