Are you suggesting DHCR has nothing less than altruistic motives? It's more common than you would think. Make sure you can prove when you submitted your application so you can reserve the effective date of the rent reduction if approved. If you are thinking of taking a broader action to DHCR's "problem" let us know via email to tenant -at- tenant.net.
