Except they said they don't have a lease, so that implies they aren't rent stab and the DHCR stuff won't work. On the other hand, maybe they should be rent stab and the owner hasn't told them. But the HMC holds, every three years. Chance are you won't get a professional job, just the quick whitewash. Stripping woodwork? You think landlords care about quality work? Geez!
