Certificate of Occupancy and Blueprints Missing!?!

I live in an appartment building which has alterations done in 1908 listed as the last alterations on record for this building with the Dept. of Buildings, and the Certificate of Occupancy is not available (according to the DOB person I spoke to, such an old building, with alterations so long ago, is not required to have a C. of O. on file), and also, the building file is missing all blueprints of the 1908 alterations - DOB could not find the blueprints or the C. of O. after looking everywhere, including archives. Supposedly the alterations increased the no. of apts. by decreasing size, but some apartments have really strange shapes, and some adjoining apartments still have doors in the walls that are between them, which have been simply painted over! Someone in the building suggested that further alterations were done that were not approved and are nowhere on record, and probably in violation of building codes, and the landlord knew that there is no blueprint on file to check against, or the original alterations were done in an unapproved way. (Oh, and the building is rent-stabilized.) Anyone's educated guess or analysis of the situation and options would be greatly appreciated. Thank you!
