paying utilities for neighbor because bill is in our name and there in only one meter

We recently found out that we have been paying all of the utilities for the downstairs neighbors because we rented first and had the utilities changed to our names. We did not know that there was only one meter running into the house and our bill in our names would also include all of the utilities for our neighbors. Our landlord never told us this we we signed the lease and it is not written in our lease that in assuming responsibility for our utilites, we were also taking on our neighbors. Had we known that we would have never agreed to that. Supposidly the landlord told our neighbors of this arrangment but they were unclear and assumed their half of the utilities was included in their rent. I want the landlord to reimburse us the half that our neighbors owe as she never informed us and I want her to assume the responsibility of the utilites and have each of us pay her what we owe each month or put in two seperate meters. This went on for over a year and half before we found out. What do/can we do?
