I've heard from several people that NYC apartments are required to have
80% of the floor space carpeted. Is this true? I can't find mwention
of it in my lease or in any fact sheets. If this is the law, are the
tenants or the landlords responsible for paying for and installing it?
My neighbors stomp around like elephants and i think carpeting would help.
