You may want to check the Zoning Resolution (which can be found on this website) to see if the lighting is legal for your zone. If it is not, you should complain to both your landlord and the Department of Buildings (send a written complaint letter to the "Complaint Desk."

If the lighting does not violate the Zoning Resolution, you might still have a complaint if it is so bad that it creates a nuisance. This is very subjective, but would give you some basis for trying to persuade the responsible people to address your problem.
