New York City Housing Maintenance Code section 27-2013 requires a landlord to paint every room in every occupied dwelling every three years.

You should write the landlord asking to schedule the paint job. If the landlord refuses, send a complaint to the Department of Housing Preservation and Development, which may eventually issue a violation. You can also file an application with the State Division of Housing and Community Renewal for a decrease in rent because of a reduction in services. If it really bugs you, you can get a court order from the Housing Court which will require your landlord to paint. (see on this website how to bring an HP action.)
