Call 212-960-4800 or you local housing department. They will probably send an inspector. I guess you can also keep a log to document the water temp. If your water is not hot enough you can file a rent reduction form #15. Good luck. I just came off a 10 day period with no heat or hot water. Tonight's shower was a joyous event.
