I would like to know if there is a law or tacit law that states that the LL
is required to paint the apartment every X amount of years. We have lived
in our apartment with former landlords 3 years and wiht the present
landlords 1 1/2 years (they bought the brownstone in 1/97).

The apartment has never been painted and furthermore, the woodwork would
need to be stripped before we could paint it anymore. Thus, with the SECOND 10%+
increase in less than two years, we are going to ask that the apartment be
painted.

One more thing, we do not have a lease. How would this affect our
chances of getting this done?
