You probably mean rent stabilization, not rent control. For RS, you get a lease renewal 120-150 days before the end of the lease and then you have 60 days to respond. I don't know any specific law on this if you change your mind at the last minute, especially after they have re-rented the place. Check Housing COurt Decisions on the web site. Maybe there's something there. In any case, the LL needs a court order to evict.
