As I read your messages I can see that you have not read the most important tenant book that you can get for free. After reading it, you will be very up on tenant rights. Tenant Net said that they have the book on their web page but I cannot locate it. It is the NY State Atty General Tenant Handbook. It is: www.oag.state.ny.us/business/tenantgu.html You should also read the Met Council papers, that are on the Tenant Net home page.
I strongly feel that after you read the bookand Met papers, you will be very informed of all your legal rights as a NYC tenant. It also applies to the outer boroughs of NYC. Good luck
