It is a " warranty of habitability issue ". You don't mention where you live,
( what state ). In NYC area you can call 212 960 4800 and file a complaint. In the meantime, try to kill as many as possible and fill up all holes and gaps under kitchen sink etc. Keep a copy of bill for products. Send him a certified letter and tell him that he has 7 days to send an exterminator or you will get one up there and deduct from your rent the cost of the exterminator. Call at least 3 and get the cheapest one.
