Abusive Housemate and a Weak Landlord

Hello all,

I was wondering if someone could help me with the following problem:

I share a house in suburban VA with several other "housemates". Our
landlord lives with his wife downstairs and we occupy the three bedrooms
upstairs. I have lived in this house for the past 2 years, without
incident, under a verbal month-to-month agreement. Other than the landlord
and his wife I have occupied the space longer than any of the other
tenants.

About 6 months ago a new housemate moved into the room next to mine. At
first things were fine, however, within the past 3 months she has become
difficult to live with. She is abusive and disrespectful and she has, on
more than one occasion, caused severe disruption to the living environment.

When I approach the landlord about these problems, he turns to jelly and
tells me that I should "deal with them on my own".

Obviously, this is unacceptable. How can I "inspire" my landlord to take
action against this person? Can I take action against her?

Any help or pointers would be very much appreciated. Thanks!
