: please help me. due to a flood sept. 11 my apartment was flooded. it has been 2 months today that my apartment has not been recarpeted. i asked my landlord if she would consider a rent reduction because i had been living in substandard conditions (cement floors) for 2 months. she told me that she would think about it but that i had not been without anything, namely water. i politely mentioned that i had been without something--carpet! what are my rights? i would really like to move, but i signed a one year lease and this is only my sixth month living there. will i be able to move without penalty?

Don't be a wuss. THe landlord has broken the contract by denying you
a carpet. It's a breach of contract. If you wish, move and refuse to pay
the penalty and your defense (if they take you to court) is breach of
contract and a warranty of habitability violation.
