no gas!

In September I moved in to an apartment which had
just been converted from an old wharehouse to apartments.
The day before i moved in (sept. 1) I recieved a call from
my landlord that Brooklyn Union had not put the meters in yet
and we should be getting gas within a week or so.
Well one month went by and still no gas. Finally the landlord
installed a temporary electric hot water heater into our aptment.
But it is now 3 days until November and we still have no gas which
means nos heat and no cooking for 2 full months. Does anyone
know what rights i have for delaying my rent payment until
I get gas and/or a rent reduction
