I want to ask my landlord to replace my kitchen and bathroom sinks (which I am sure are the originals installed when the building opened in 1941). Is the landlord always entitled to charge for this? I recall reading that new sinks do not always entitle the landlord to charge, and I would like more detailed information.

Also, regarding the 1/40 formula, would that be 1/40 of the cost of the sink, or would labor be added too?
