The RRRA97 is deadly clear: any apartment vacant after 6/15/97 and with a legal rent at any time after that date of $2000 is no longer subject to stabilization when it has a legal rent of $2000. if the legal rent upon your moving in (by history plus vacancy increase plus apartment improvements) for your tenancy is over that $2000 when your lease is up you have ABSOLUTELY no legal rights to stay if he chooses not to--you can stall out an eviction action for a while but that is the best you can do, alas!
