Regarding your landlord's comments, (A) hot water IS necessary in the summer, and (B) it isn't his negligence that caused your loss of hot water initially, but it is his negligence that it wasn't restored immediately. If it happened on a Friday, he could say that since it wasn't really an emergency he brought a plumber in on the following Monday. The plumber needed to get materials that he got on Tuesday and it was such a big problem that it was finally fixed on Thursday. You have a few days of negligence but it doesn't really seem to be worth the hassle.

As much as I despise my current landlord, I wouldn't bust his chops over this problem but if he had a crummy attitude about it and didn't apologize I may deal with it in a mischievous way that I couldn't print.
