Just a thought and perhaps not a good one.

Consider the possibility that the landlord will say that he sent you a letter and that you declined to respond. It may actually be worth it to him to go thru a legal hassle to try to get you out.

Give DHCR (Dept of Housing) a call and see what they have to say, although what they tell you may not necessarily save your ass.
