As a note, the act by management of painting your apt every three years and of fixing things that are falling apart should not be considered 'improvements' but instead 'repairs'. Just a note, since management can raise your rent (upon your written consent) if YOU REQUEST 'individual apartment improvements' but they cannot raise it for 'repairs'.
