rental deposit

A friend here at work attempted to rent an apartment in Brooklyn last week.
He put down an $800 deposit on the place, but he was was rejected
by the landlord (based on credit check)....who then decided to keep the
deposit. He is (rightly) suing the landlord in small claims court, and I
assume he'll win there.

My question is, does the state attorney general's office keep a tally of
complaints against repeat offenders on this type of scam? One occurance
would naturally render a small claims court judgement against the landlord,
but repeatedly doing this, in my view, is criminal racketeering. Is anyone
keeping track of repeat offenders?
