My neighbor is a thief. She has been breaking into our apartments, stealing deliveries and going into our mailboxes. She has a history of being arrested. I know the landlord is scared of evicting her, but what I want is for to him to simply not reoffer the lease once it expires. What are his legal rights in the situation?

What are mine? I am trying to get her arrest record and any other information together. I need her out of here!!!!!
