I wanted to do this myself when I moved last year. This was before I knew about TenantNet. If I remember correctly, I tried a bunch of places that were dead ends--Consumer Frauds, the city Dept. of Buildings, etc.. No one knew what I wanted--and I thought it was so obvious1 Finally, I was able to get someone at a DHCR office (took awhile--I recall that no one answered the phone at either Manhattan office for a whole morning). I was able to get some info on DHCR complaints on my landlord, over the phone. They went by building address, not owner name, so I was able to get info on a second building my landlord owns too. I learned of several current complaints (work without a permit) and one complaint for reduction of service that had been withdrawn. I was surprised that I got any info over the phone, frankly. But I didn't ask for details, and I'm not sure I could have gotten them. Other people might have other ideas about this.
