As a starting point, elevator problems fall under the jurisdiction of 'Department of Buildings' or 'Building Code Enforcement'. Overcrowding of the remaining two elevators may be a possible danger and cause for concern and maybe your building's management should hurry to fix this possible 'emergency' situation. Give any of the above two divisions a call and see where you stand. Find out if these divisions acknowledge a "reasonable amount of time" to make such repairs. Have all details ready (dates, announcements, etc.). This action alone should not solve your problem.
