having to move due to apt. changing to tax credit in VA.

We reside in Richmond, Virginia. Our Apartment complex is changing to tax credit and we do not qualify. We are trying to get out of our lease which we just renewed in April 1998 for 1 year. We were not informed of the change until July 16, 1998. Had we known when we renewed we would have either not renewed or taken out a 6 month lease only. We would like to get out of our lease due to many residents being displaced and the surrounding available apartments are being rented quickly. The state of Virginia (multi-family housing dept.) states our only option is to negotiate terminating the lease early without penalty (which our lease states is payment of one months' rent and a two month advance notice). Does anyone have any information regarding our rights in this matter? Does anyone have any suggestions (readings,etc.) ?
