hot water turns cold

My apartment does not have constant hot water. It will stay hot for a few minutes, depending on thetime of day and how many others have used the hot water. I am in a rent stabilized unit. I keep reading that the landlord must provide hot water that is a constant temperature.
My question is this. Do I have the right to complain? And to who?
This may mean that the landlord has to change the boiler. Has anyone else had this experience?
I'm tired of cold showers!!!
