Because they have the right to do so. A lease conveys exclusive possession
of the property. NYS Court of Appeals has ruled "in the absence of a
reserved right on entry, the landlord has no common-law right to enter
the premises" People v. Scott (1970). Unauthorized entry is tresspass.
There are exceptions in cases of emergency, i.e., a broken water pipe.
The tenant may eventually have to give the owner a copy of the new key,
but that could take some time.
