I looked up 84-4. Are you sure it is applicable? It and the annual updates govern the fees that a landlord can charge for installation of air conditioners.I am not being charged a fee (and I certainly dont want him to do so.)

Then I looked up DHCR fact sheet No. 3, about required services, and noted that it said that if you have a service by 1968 or 1974, it has to be maintained. (I understood by your msg. that the service would have to be after one of those two dates).
Some guidance on these maze of rules and regs would be apreciated.
