: I filed a Fair Market Rent Appeal against my landlord with the DHCR 17 months ago. It is still pending. I was told it can take another 3 years before it is all said and done. Does anyone ever take their landlord to court over this stuff to expidite the matter. Is this logical? Would it be expensive? I've heard that Housing Court id more pro-tenant than the DHCR. Housing Court is dysfunctional, but it works quicker (sometimes). It is not more pro-tenant; both are pro-landlord generally. You would need to drop your case with DHCR as you can't go after the same thing in both forums, and the court might just say take it to DHCR.
